Here’s a script that finds if a KB HotFix (Windows Update) is installed on a device:

set KBRESULT=
for /f %%f in ('wmic qfe get hotfixid ^| find "KB4495590"') do set "KBRESULT=%%f"

IF [%KBRESULT%] == [] (
	echo not installed                    
) else (
	echo installed 
)
